This program is offered by All Hands Aotearoa organisation to “Women on Wheels” project directly supports the New Zealand Government’s top priority of “social cohesion and inclusion” by addressing systemic transport barriers faced by women and girls from multi-ethnic communities across Aotearoa.
Many migrant and refugee women face challenges in accessing driver education due to language barriers, financial constraints, or cultural isolation—limiting their ability to participate fully in employment, education, and community life. By offering free or subsidized, culturally tailored driving lessons—including translated instructional materials—we empower them with mobility, independence, and the confidence to engage more actively in society.
This initiative aligns with the government’s goal of fostering equitable opportunities and strengthening inclusive, multi-ethnic communities.

Women on Wheels: Drive Towards Independence

Eligibility Criteria for Applicant
- Open to women and girls (aged 16 years and above) from diverse ethnic communities in New Zealand
- Applicant under 18 must provide written consent from a parent (preferably birth mother) or legal guardian.
- Must be a legal resident of New Zealand (citizen, permanent resident, or any long term visa holder).
- Applicant must be eligible to obtain a learner’s or restricted or full license in New Zealand
- Priority may be given to women or girls from low-income backgrounds or Restricted cultural values or Facing English language as barrier.
